I am directed by the Secretary of State for the Colonies to transmit to you to be laid before the Legislature of Hongkong the accompanying transcript of an Ordinance pressed by the Governor entitled "An Ordinance to provide for the establishment of a Volunteer Force and to empower the Governor to raise a special force of Coast Defence Volunteers in the event of anticipated war," and a copy of the Report of the local Attorney-General thereupon.
I am to state that His Lordship proposes with great desire to advise Her Majesty not to disallow the Ordinance.
